Hidden cameras appear throughout Michael Mann's film. What makes this clip interesting is that it is a version of the reversal which is practically a staple of hidden camera movies, and started (at least) in Hitchcock's Rear Window, the moment when the person who has been watched becomes the watcher (and vice versa). With echoes of Fritz Lang's M as well, and with the cops and the criminals clearly and rigorously doubled, now Al Pacino is watched by Robert DeNiro, rather than vice versa.
